Purpose of the Role Teamforce Labour Ltd are seeking qualified, safety-driven Controllers of Site Safety (COSS) to lead and protect work groups operating on or near the railway line across Devon. The COSS will be responsible for establishing a safe system of work (SSOW) and ensuring that all operatives are fully briefed and compliant with Network Rail’s rules, standards, and applicable legislation.
This is a safety-critical role essential to maintaining the operational integrity and safety of the railway infrastructure.
Key Responsibilities
- Safe System of Work (SSOW): Establish, maintain and manage a safe system of work as per the SSOW Pack, complying with Network Rail Standard NR/L2/OHS/019.
- Team Briefings: Deliver comprehensive safety briefings ensuring understanding and compliance amongst all site operatives.
- Worksite Protection: Ensure correct protection measures such as line blockages, possession arrangements, and lookout arrangements are in place.
- Safety Compliance: Monitor ongoing site activities to ensure adherence to Life Saving Rules, relevant Railway Group Standards, and Company HSQE Policies.
- Incident Management: Respond appropriately to accidents, near misses, and unsafe conditions, escalating to the Site Manager/HSQE team as necessary.
- Communication: Maintain clear and effective communication with operational control, signallers, and site management.
- Record Keeping: Complete site records accurately including COSS Forms, SSOWP Records, and Site Diaries.
- Welfare Monitoring: Ensure team welfare is safeguarded, in line with NR/L2/OHS/003 Management of Fatigue standards and Teamforce policies.
- COSS Certification: Valid and up-to-date Sentinel competence for COSS duties.
- PTS (Personal Track Safety): In-date and endorsed on Sentinel.
- Medical & D&A Certification: Valid Network Rail Medical and Drug & Alcohol screening certificate.
- Fatigue Awareness: Working knowledge of fatigue triggers and management.
- IT Literacy: Basic ability to use Skillo for recording competencies and training (support and training provided).
- Excellent Communication: Strong verbal and written English communication skills.
- Flexibility: Ability to work days, nights, weekends, and midweek as required by rail possession rules.
- Driving Licence: Full UK driving licence preferred, but not essential if commuting arrangements are in place.

- Experience:
- Previous experience working in safety-critical labour roles within rail infrastructure projects in the South West.
